On 11 September Artsakh Republic President Arayik Harutyunyan convened a working consultation with the participation of members of the Board of Trustees of the Artsakh Investment Fund, dedicated to the issue of apartments previously pledged in banks by citizens and confiscated for overdue liabilities that were later acquired by the Artsakh Investment Fund through cession (concession of the right of claim).
Director- general of the Fund Ernest Grigoryan delivered a report. According to him, there are 146 such apartments, the beneficiaries of which were residents of both the capital and different regions of the country. The former owners continue to live in those apartments, thus, solving this problem thoroughly is an imperative.
The President noted that the studies confirm that the main problem was conditioned by diverse social reasons, and the state is obliged to develop various support tools to provide opportunities for families living in those apartments to regain property rights. President Harutyunyan once again stressed the necessity and importance of bringing to life the motto "A separate apartment to every family", at the same time emphasizing that the state will spare no effort to organize the process on an unbiased basis.
As a result of concerned discussions, it was decided to submit an offer to provide the apartments to the former owners for the first three years at 0%, then at 3% interest rate, with a maximum repayment period of 20 years.
