On 11 November at the Officer's Palace of capital Stepanakert top leadership of the Republic met heads of the NKR local self-government bodies. During the meeting at the presence of representatives of legislative, executive and judicial branches President of the Nagorno Karabagh Republic Bako Sahakyan delivered a comprehensive speech.
