On 4 April President Bako Sahakyan signed a decree according to which for active state, public and political activity and in connection with his 60th birthday first secretary of the Artsakh Republic Communist Party's Central Committee Hrant Menkoumyan was awarded with the "Mkhitar Gosh" medal.
