On 2 September Artsakh Republic President Bako Sahakyan and the President of the Republic of Armenia Serzh Sargsyan partook in festive events dedicated to the 23rd anniversary of the NKR's proclamation.
The Heads of the two Armenian states visited the Stepanakert Memorial Complex and laid flowers to the monuments of freedom-fighters perished for the independence and freedom of Artsakh, the first chairman of the NKR National Assembly Arthur Mkrtchyan.
  NKR second President Arkady Ghoukasyan, primate of Artsakh Diocese of the Armenian Apostolic Church Archbishop Pargev Martirosyan, NKR National Assembly chairman Ashot Ghоulyan, prime-minister Ara Haroutyunyan, high ranking officials of Artsakh and Armenia, representatives from the Diaspora and foreign guests partook in the event.
